Toys Products / ASTM, CPC + Tracking Labels
Question:
I sell toys in the US.
The forwarder asked me to confirm the ASTM/CPC and TRACKING LABELS documents.
Does anyone know what this is all about?
Answer:
Selling toys is highly sensitive and complex given we are dealing with our children.
I'm sure we would all like to know that the toys our kids play comply with the strictest quality standards.
To note, this post refers only to the sale of toys in the US and the required permits in the US for this type of sales.
Toy sales in Europe/UK/Canada and other countries, each have their own specific permits and regulations that differ from the US.
Regarding the US:
It is clearly stated that for every shipment entering the U.S. under the category of toys and under customs classification 9503:
And in order to release the above from US customs:
- It is required to submit lab approval to the ASTM (American Society for Testing and Materials)
In fact, we are talking about standardization approvals that are carried out by authorized laboratories approved by ANSI (American National Standards Institute).
- CPC certificate - Children's product manufacturers and importers must certify, in a written children's product certificate (CPC), that their products meet the relevant children's product safety rules based on laboratory tests. Costs and supporting test reports must be in English. Note that this is an open statement without a clear structure.

- Tracking labels - children's products/games intended for use by children 12 years of age or younger must have regular marks (commonly referred to as "tracking labels".)
Tracking labels must contain the following information:
- Name of manufacturer or private label.
- Location and date of manufacture of the product.
- Detailed information on the product process, such as: batch or run number, or other identifying characteristics, or any other information pointing to the origin of the product.
- Tracking labels’ information should be visible and readable.
Compliance with the tracking label requirement will help improve the effectiveness and response rates for future recalls. Additionally, it helps the CPSC team and companies in the supply chain. A tracking label allows for identification of other products that may contain an ingredient that has been identified as a source of a hazard or violation.
